The man who died Friday morning in a tractor-trailer crash has been identified as Troy K. Pattioay, 31, of Keaau.

Pattioay died when the utility tractor-trailer he was driving apparently lost its brakes on a steep slope of the Daniel K. Inouye Highway in South Kohala.

The passenger, David Karratti, 26, of Keaau was flown to The Queen’s Medical Center on Oahu.

According to a police report, Pattioay was heading westbound in a 1987 Kenworth utility tractor-trailer pulling an empty lowboy trailer on the new stretch of Saddle Road, when the brakes apparently failed on a steep grade, crossed the centerline of the highway and veered off the shoulder near mile marker 51.

The lowboy trailer broke free before the truck rolled over.

Emergency crews reported the vehicle came to a rest upside-down approximately 50 feet up an embankment and 50 feet away from the highway.

In addition to county authorities, Pohakuloa Training Area also responded with an engine, manpower and equipment.

Pattioay apparently was ejected from the tractor-trailer, suffering injuries to his head, back and chest areas. He died at the scene.

Karratti was pinned inside the tractor-trailer’s cab. It took fire rescue personnel some 90 minutes to extricate him.

He first was flown to North Hawaii Community Hospital and later taken to The Queen’s Medical Center.

The mauka bound lanes of the highway were closed for several hours while Traffic Enforcement Unit officers conducted an investigation. One lane was reopened about 3:30 p.m. and the road opened fully around 5:15 p.m.

Police have ordered an autopsy to determine Pattioay’s cause of death.

Twenty-five people have died on Big Island public roadways this year, compared with 36 at this time in 2012, according to police.

Anyone with information on the crash is asked to call Officer Larry Flowers at 326-4646, ext. 229.

One man is dead and another man injured following a utility truck rollover shortly before noon Friday on the Daniel K. Inouye Highway in South Kohala, according to a Fire Department report.

The truck was headed westbound on the highway, when it apparently veered off the roadway and up an embankment before coming to a rest 50 feet from the highway.

No other vehicles were involved in the crash.

A passenger was extricated from the truck and transported via helicopter to North Hawaii Community Hospital in serious condition.

Police closed the mauka-bound lane of the Daniel K. Inouye Highway after the 11:42 a.m. crash and reopened to both directions of travel around 3:30 p.m.
