A memorial service and private burial are Friday.

The governor’s proclamation encourages residents to display the Hawaii state flag at half-staff at their homes and businesses Friday in honor of former Chief Justice Richardson.

The text of the governor’s proclamation to lower the flag follows:

PROCLAMATION

The people of Hawaii mourn the loss of former Hawaii State Supreme Court Chief Justice and Lt. Gov. William S. Richardson who passed away on June 10, 2010 at the age of 90.

A veteran of the Army who served in World War II with the 1st Filipino Infantry Regiment, Judge Richardson dedicated his life to public service. His tenure as chief justice of the Supreme Court of Hawaii was filled with unprecedented landmark decisions that recognized native Hawaiian rights and set precedence in environmental rulings.

Before his retirement from the bar, Richardson was memorialized with the naming of Hawaii’s only law school in his honor. The William S. Richardson School of Law opened doors for our local residents to pursue legal careers. Judge Richardson advocated for the establishment of a law school at the University of Hawaii for four decades, and was involved with the development of the law school and regularly attended school functions.

Hawaii is a richer place because of dedicated people like William S. Richardson, who played an integral role in shaping our state’s political landscape. He is survived by his son, William; two daughters, Barbara Richardson-Phillips and Corinne Wolfe; two sisters, Amy Kahoiwai and Pearl Nishimura; six grandchildren; and two great-grandchildren.

With deep respect and gratitude, we honor the memory of WILLIAM S. RICHARDSON THEREFORE, I, LINDA LINGLE, Governor of the State of Hawaii, do hereby order the lowering of the Hawaii State Flag to half-staff on all state and county buildings from sunrise to sunset on July 9, 2010, and encourage our residents and visitors to offer their condolences to the Richardson family. I further encourage the people of Hawaii to display the Hawaii flag at half-staff at their homes and businesses on that day.

DONE at the State Capitol, in the Executive Chambers, Honolulu, State of Hawaii, this sixth day of July 2010.

Linda Lingle
Governor, State of Hawaii
