Inmate re-Integration program building opens at Kulani

Department of Public Safety Director Clayton Frank, along with Lt. Governor James “Duke” Aiona and Hawaii County officials celebrated the grand opening of a new building which will be used to provide a re-entry program to inmates of the Hawaii Community Correctional Center.

The new program building, at the Hale Nani facility in Hilo, is a result of a partnership between the Department of Public Safety and members of the Going Home Re-integration Initiative Committee, which includes Hawaii County, the Department of Labor Workforce Development Division and a variety of community groups.  

“This is a good example of how the state is taking a collaborative approach to form partnerships that benefit the entire community,” Aiona said.

The new building will be used to provide a re-entry program called, START (Successful Transitions and Re-entry Together), which will offer classes such as Men & Women in Transition, Budget & Finance, Employment Readiness, SKIP (Strengthening Keiki of Incarcerated Parents) Program, Alcohol & Drug Education, and Vocational Training.  

Public Safety received $200,000 from the state Legislature in 2006 to construct the program building. 

However, in order to complete the project, the department utilized sweat equity from the Kulani Correctional Facility work line.  These inmates did most of the building construction, from clearing the land, digging trenches, pouring concrete, majority of the carpentry, installing light fixtures, and all of the painting.
